The Berlin International Film Festival is a unique venue for artistic debate and entertainment. As one of the largest public film festivals in the world, the Berlinale attracts tens of thousands of visitors from all over the world to the city every year.

The Berliner Festspiele organise various festivals and art exhibitions, concerts, dance and theatre performances, readings, lectures, discussions and much more throughout the year. In addition to its two own venues – Gropius Bau and Haus der Berliner Festspiele – the programme is presented at other locations and venues in Berlin.

Together with our artistically independent venues &ndash; Berliner Festspiele including the Gropius Bau, Berlin International Film Festival (Berlinale) and Haus der Kulturen der Welt &ndash; we hold a wide variety of cultural events for large numbers of people throughout the year. We pool knowledge, develop synergies and create access to engage with the arts &ndash; whether visual arts, film, music, theatre or dance. 

For over 20 years, as hosts, cooperating partners and cultural producers, we have been dedicated to the mission of presenting outstanding projects in Berlin as well as special events in Germany and abroad. A common but distinctive characteristic of KBB venues is that they have no permanent collections or ensembles of their own. Beyond the preservation of cultural assets, our aim is to open the venues, to hold multi-faceted events and to explore new possibilities for coexistence within their programmes. 

What could tomorrow&rsquo;s societies look like? What part does culture play in this? With the aim of promoting intercultural dialogue, debate and participation, we question our own and society&rsquo;s actions, reflecting on global and local developments. We translate current social discourses into aesthetic practice to design future scenarios for a sustainable cultural sector. In doing so, we initiate thought processes and, together with international actors, create space for courageous and innovative approaches in the presentation and mediation of the arts.

With its various venues and locations, KBB addresses the central questions of our time. What new forms of knowledge can be developed by means of the arts? And how can we approach art and culture?

KBB – Kulturveranstaltungen des Bundes in Berlin GmbH – takes on the challenge of making art and culture visible time and again, taking present and future demands into account. Together with our artistically independent venues – Berlinale, Berliner Festspiele including the Gropius Bau and Haus der Kulturen der Welt – we hold a wide variety of cultural events for large numbers of people throughout the year. We pool knowledge, develop synergies and create access to engage with the arts – whether visual arts, film, music, theatre or dance.

OUR MISSION

KBB&rsquo;s content is represented by its venues &ndash; Berliner Festspiele including the Gropius Bau, International Film Festival, in short Berlinale, and Haus der Kulturen der Welt (HKW). At the same time, they form the three business divisions of KBB. As institutions with international appeal and each with its own identity, the venues are independent in their programming. Each division has several departments such as its own artistic directorate, communications and press department as well as multi-faceted programming and production departments. 

Departments responsible for all three divisions ensure the necessary efficiency and stability for a cultural institution of this size. These include finance and accounting, procurement management, controlling, human resources, technical services, information technology, ticket office and guest accommodation. They are centrally steered by the managing director and provide the administrative and organisational structure for the Berliner Festspiele including the Gropius Bau, Berlinale and Haus der Kulturen der Welt (HKW). By supervising processes, they support the artistic divisions, form the basis for a high degree of flexibility and, together with the managing director, ensure legal compliance. 

KBB is a federal company. It is funded by the Federal Government Commissioner for Culture and the Media and is financed by federal funds for culture, its own income, sponsoring and by acquiring third-party funds.

The supervisory board of KBB supports and supervises management in a trusting partnership. Its twelve members consist of four representatives each from the federal government and the state of Berlin as well as four additional independent representatives. The supervisory board meets twice a year and is chaired by the Minister of State for Culture and Media.

Three artistic directors and one managing director together take on the task of representing KBB to the outside world and developing it further as an interdisciplinary cultural facilitator institution. The respective artistic directors are responsible for artistic decisions and thus for the content of the divisions. Their decisions are implemented by the programme departments, while the central departments support the implementation of the processes and ensure legal compliance. 

The artistic directors and the managing director jointly represent the respective divisions. Regular consultation between the directors leads to an overarching dialogue that takes political stimuli into account without neglecting the artistic freedom of the divisions.

More than a merger: KBB unites three cultural institutions with an overarching organisational structure. Working together promotes the idea of cooperation, creates synergies and at the same time ensures planning certainty. KBB is supported and funded by the Federal Government Commissioner for Culture and the Media. 

One cultural institution, three business divisions, four houses with multiple venues and four managing directors – this is the structure of KBB.

STRUCTURE

Berlin&rsquo;s vibrant arts scene and its rich cultural heritage make the once divided city a cultural metropolis with national and international presence. Due to its eventful history, the federal government also bears a special responsibility for Berlin with regard to cultural policy. After the reunification of Germany, the federal government and the state of Berlin were faced with the task of reorganising structures. These had to be adapted to the changed needs of Berlin as a federal state and national capital &ndash; a project that caused disagreement and discussion for over ten years. 

In the face of financial uncertainties and wrangling over competencies, institutions founded with a representative function on the West Berlin side in particular were confronted with existential questions. This was also the case for the Berliner Festspiele, which can be traced back to the Berliner Festwochen initiated in post-war Berlin in 1951 and the Berlin International Film Festival held for the first time that same year. As a &ldquo;showcase of the free world,&rdquo; the Berliner Festwochen and the Berlin International Film Festival, which was quickly established and called the &ldquo;Berlinale&rdquo; for short, brought music, theatre, art and film of international standing to the then walled city. The Martin-Gropius-Bau is another example: Badly damaged during the war, after three years of reconstruction, it was reopened in 1981 almost as a shell of a building, without its own collection or a permanent sponsor to ensure its financing. In 2001, the Berliner Festspiele took over its operation, having presented the costly exhibition &ldquo;Seven Hills&rdquo; there a year earlier after five years of preparation. The former Berlin Congress Hall, opened in 1957, a gift from the US government to West Berlin, also became the site of a new institution that sought to consolidate its position in the international cultural landscape. In 1989, shortly before the fall of the Berlin Wall, Haus der Kulturen der Welt was established there as a new centre for non-European cultures. The idea of creating a permanent venue for this purpose arose in the wake of the success of Horizonte &ndash; Festival der Weltkulturen, which had been organised by the Berliner Festspiele since 1979.

With the aim of ensuring the functioning of these and other selected institutions as platforms for intercultural dialogue and enabling their preservation and development, the federal government and the state of Berlin finally agreed on a new arrangement for the promotion of culture in the capital, including the 2001 Capital Cultural Treaty. This made the federal government the sole shareholder of the then Berliner Festspiele GmbH &ndash; including the Berlin International Film Festival (Berlinale) and the Martin-Gropius-Bau as well as Haus der Kulturen der Welt GmbH, represented by the Federal Government Commissioner for Culture and the Media.

In order to meet the demands of the capital&rsquo;s commitment to culture, to pool resources and to create new synergies, Berliner Festspiele GmbH and Haus der Kulturen der Welt GmbH merged on 17 July 2002. 

As part of the retroactive merger of the two companies on 1 January 2002, KBB &ndash; Kulturveranstaltungen des Bundes in Berlin GmbH was created. The Berliner Festspiele with the Martin-Gropius-Bau, the Berlin International Film Festival (Berlinale) and Haus der Kulturen der Welt became the business divisions and programmatic pillars of KBB. In 2003, selected central departments of all divisions, including human resources, finance and accounting and the managing director, moved to Sch&ouml;neberger Ufer. The removed administrative structure ensures efficient and sustainable organisational structures and strengthens confidence in KBB&rsquo;s economic use of funds. 

In 2014, the Haus der Berliner Festspiele was acquired by the Institute for Federal Real Estate (BImA) on behalf of KBB, followed in 2018 by the Martin-Gropius-Bau and Haus der Kulturen der Welt. KBB in turn rented all three houses from the BImA in order to continue to create places of participation for the contemporary arts and critical debates in its premises.

History

Launched in 2002, KBB’s founding history goes back to cultural policy decisions in reunified Germany – ranging from financial issues to wrangling over competencies and new mergers.

At the beginning of the 2000s, the federal government and the state of Berlin were faced with the task of reorganising structures and expanding Berlin’s international cultural significance. In this context, individual institutions became the responsibility of the federal government.

As a public contracting authority, KBB is subject to the rules and regulations of public procurement. Our tenders range from infrastructural services in the area of facility management to supplies and services in the design and IT sectors to event technology.

Berlin is known for its numerous &ldquo;Spielpl&auml;tze&rdquo; for kids, but the project &ldquo;Radical Playgrounds&rdquo; is a place where play gets serious. It arrives at Gropius Hain for eleven weeks like an itinerant, temporary funfair: both melancholic and light-hearted, sad and joyful, funny and serious.

Over the course of five decades, Nancy Holt explored how we perceive our environment and how we attempt to understand our place on the surface of this planet. From March 2024, the Gropius Bau presents&nbsp;Circles of Light, the artist&rsquo;s most comprehensive survey exhibition in Germany to date. It includes film, video, photography, sound works, concrete poetry, sculptures and expansive installations as well as drawings.
